fixed by the Hagistrate's order".

Section 1 (3) of the Ordinance gives the

Protector power to call upon a person to produce any

inmate of a brothel. This pozer should be freely az

ørelsed and if necessary additional powers should be

taken to ensure that the women can be interrogated ang

from the brothal and from the brothel keeper, under

conditions which are favourable to ascertaining the

trash.

Though public registration of brothela la

ilâncal, I assume that in the course of their duties

the pollas and the Chinese Protsetorate mist be fully

cognisant of the existence and situation of disorderly

howass. The housea which are thuis known may be visited

powers of suppression which I desire to be given to the

Hagistrate8, I do not understand why if the powera of

visitation and interrogation are intelligently carried

out the absands of actual legul registration need ma-

serially diminish the degree in which the Protantor mf

chinese can check brothel abuses.

If you see no objection to the foregoing prO-

posals I request that you will take steps for amending

the Ordinance accordingly, but if you have any altar-

native or additional suggestions to maks, I should be
